Saul, a rookie in the Wanchai Police Station, is assigned to patrol Lockhart Road, a red-light district, with the sluggish Mannix. The life of a patrol cop turns out to be both tedious and unexciting, as the things one has to deal with are trivial and paltry. Saul’s workmates are all accustomed to the boring job, but he is looking for more. Pushing to be transferred to the Criminal Investigation Department, he ends up causing a series of unnecessary troubles and customary procedures by his over- zealousness.

One night, during the interrogation of a group of street kids, he is provoked into fighting with one of them, who happens to be an asthmatic. Saul is later accused of abuse of authority and subsequently penalized, his dream of being a detective seemingly shattered…
